Yes, it has become very apparent how your unit and the unit of Pep!pep! can all but hold the other units hostage after such dreadful games.

I, ah, charge 300 points for healing, regardless of the complexity of injuries. In a situation such as an extended game with repeated injuries to a person, everything related to that would be counted once.

I find two units that having sole access to such skills peculiar. To be honest, I've not thought about it too closely.

I imagine that it is meant to try to force some kind of...interdependence? My unit and peppep have the, ah, most valuable skills, in that regard, but there are definitely things we cannot do that other units can.
